Just means that it seems to be adequate, it may not have the amount of power up to today's standards but it should be OK unless your have greater than average demands for power.
I highly recommend that you hire a professional building inspector before purchasing(closing) the house

In this context, the word marginal means "just barely acceptable." That is not at all good news.

You said it was "check by a generator," I can't even guess what that means. Did you get that wrong? I assume you are in the US, since you mention HUD. You do not use a generator to check the electrical system in a normal house.

I think it means the electric service at the time of inspection was not hooked up.And a generator was used to test the electric system in the home..and it met the minimal requirements of the broker...I would have my own assessment done and go from there.

It means that you may only be able to operate a hot plate and light bulb without burning down the house.

Hire an electrician to look over the system.

It means it's barely adequate...barely within a lower standard...

For your safety, you need to hire an electrician to upgrade.
