I think it might be Sebastian Janikowski but he is the only one I can think of so there probably someone else.

At least 2 products of the old Southwest Conference went higher than Janakowski:

Russell Erxleben drafted #11 in 1979 by New Orleans.

Steve Little drafted #15 in 1978 by St. Louis Cardinals.

Both were combo Punter-Kickers who shared the record for kicking 67 yard field goals in college.

Erxleben was in jail last I heard for some kind of fraud. Steve Little was paralyzed within a year or two of being drafted, and died a couple years ago.

it was that fella that played a few years ago with the Oakland raiders that was the #1 draft pick overall
