you can use a glass tool but you will have to cut both sides of the window. car glass is two pices "welded" with a plastic film in the middle at least for the front and back. just be careful if you are doing the sides as they are curved and may break on you

NO. The glass in car windows is tempered glass. The glass is cut to shape first and then heated and moulded to fit the curve of the window. If you attempt to cut the glass it will likely shatter as that is what it is designed to do for safety reasons in automobiles. A million tiny pieces of glass are less likely to cause deep wounds when a car is in a crash.
You can cut regular window glass or even plexi glass with a glass cutting tool
A glass shop might attempt to cut the holes in tempered glass for you but they are unlikely to guarantee that it will work, so the glass may break or shatter before all the holes are completed but you will still have to pay the cost because of the time and equipment needed.
Cutting any round hole in glass would be fairly expensive because it must be drilled with a special bit and constant water flow, the shop may or may not have this equipment. It doesn't take too long, but I would bet it will cost at least $10

The answer is "Yes" you can take your car window to a shop and have them drill holes in the Tempered Glass, and "No" a glass cutting tool will not work.
The hole cut is more of a "grind" than a cut with a glass cutter. Normally a round cut would be made with a diamond hole cutter mounted to a drill press type of device. If you attempt to use a glass cutter the glass will shatter into a million pieces.

you can use a glass cutter but be aware you will need to score the glass much harder than you would and you need to do it on BOTH SIDES of the glass............this is because any vehicle manufactured after 1978 were required to use tempered safety glass which is a sheet of glass with a clear laminate on both sides of the glass if the laminate is not cut the glass will crack. but the best way to cut perfect round holes in glass is with a high speed diamond cutter on a drill you can find it in a local hardware store it the same bit used to intricately cut ceramic or marble tile

What country are you in and which window. I'm not joking, there is a big difference between countries and different windows in the same car.
This is probably going to be very difficult to drill. Perhaps nearly impossible. If you mean the hand held glass cutters that are about the size of a pencil, the answer is absolutely not.

Almost all car side windows are tempered, and you can't cut them at all. Windshields are different, but curved double-layer glass is really hard to cut holes in. You are looking at a high-skill job and the right tools at best.

you can not cut a round hole in any glass with a standard glass cutter!!a glass shop will have the appropriate tool.

If its an american car, the winshield is saftey glass, and the side and back windows are usually tempered.
I would personally take it to a glass shop and pay them to drill it

I'm not sure but some one told me once cars have saftey glass and if you cut a hole in it the glass will shatter throughout. check this out first.
