It is a term used for invitro fertilization. It's a way for some women to conceive a child if they are having a hard time conceiving or if the women doesn't have a partner to help them procreate via the natural way of procreating.
Or for something a bit more specific, here's an explanation for ya:
test'-tube ba'by
an infant developed from an ovum fertilized in vitro and implanted into a woman's uterus, usually that of the biological mother.

An old term for In Vitro Fertilization or IVF. The sperm and egg are joined in a "test tube" outside the mothers womb. Once fertilized it is allowed to grow to a ball of cells (usually just a few cell divisions). The best cells are then implanted back into the mothers uterus where hopefully it will implant like a normal pregnancy and be carried to full term.

They take out eggs from a woman and the man puts his sperm in a cup. This what most couples go through when they have trouble conceiving. The lab workers take the eggs and mix it with the sperm in a dish, if it fertilizes, they inject it into the mothers uterus for it to grow into a baby. There is a risk for multiple births though, but I guess a lot of couples a desperate for a baby.

If a baby is too small the doctors have to put it into a test tube so it doesn't die.
