...A falling barometer would indicate a low pressure zone taking the place of a high pressure zone. Low pressures are associated with rain.

It's not the reading itself, but the difference between one reading to the next. If the current pressure is significantly lower than the previous reading, this will indicate approaching rains, so long as the temperature in the approaching system is also slightly lower. The greater the drop, the higher the chance of precipitation.

a decrease in Barrometric readings indicates the incoming low pressure system, which is an indicator of storms.

but for more accuracy... such readings would also have to coinside with increases in humidity and decreases in temerature.
