Telling a joke is telling a prepared story with a funny ending.
Example of making a joke:
My mother is in the hospital because she's having trouble with her leg. She made a joke when she said, "I hope I don't lose my leg. But I guess I would weigh less the next time I get on the scales!"
Example of telling a joke:
Why did the chicken cross the road?
... To show the possum it could be done!

Telling a joke is slightly different. Telling a joke means there's a punchline. You're either recounting a funny story as a joke or telling an old classic like the "Knock, Knock" jokes.
