Because there are many people who would prefer the government do everything for them than rely on themselves. As far as being a criminal is concerned, the government seems to be fearful of the citizenry. Some people are fed up with more and more government regulations and meaningless laws in the name of homeland security or safety. There is no way to be 100% safe from things going wrong in life. Life is about taking risks.
