New York City was the first capital city of the US, and was where George Washington was sworn into office. Then a dicussion by government officals resulted in Philadelphia, Pa, becoming the capital of the US for ten years. After that, part of Maryland and part of Virginia were taken to create the District of Columbia, the third and final capital city of the US.

Most likely New York City since it was the original capital of the United States, and a city can't be a capital if there's no country yet. Anyways, after the Constitution was put in place, capitals started to be assigned.
