Only if that one world power is representative and increasingly democratic. So if it is based on the United Nations evolving into a more powerful organization, possibly yes. If it is based on the American Empire trying to dominate the world militarily, accountable to no one, then no.

I don't think so. It is too hard to control an entire planet. There will always be a rebellious region of the world that will feel that they do not get enough representation.
If there ever is corruption, it will be harder to get to the bottom of it because there will be no separate/objective U.N. body to supervise the one and only corrupt government. (Currently, the U.N.'s greatest strength is to send representatives from stable countries to supervise elections in corrupt areas of the world).
