I am going to answer this like most meteorologists do
it seems if the temperature stays cold it will snow instead of raining,
and if ti stays cold, the snow will not melt, but if the temperature raised then you could anticipate the snow melting some...
and most likely the month of January will be much colder than the past months have been, this I can say with about a 40-60 . 60 percent chance of it staying colder now than months past
so there you have it all

Nope, not every time quickly. Why? religious fanaticism. as long through fact the inhabitants keeps to have faith the hyperbole of the 'infidels' would be blamed for all their problems, ain't not something gonna substitute.
