I'm not sure what you would call it but don't do it. Bull dog puppies may kill the shitsu because she is too small to handle pushing the head and shoulder out. Esp. if you are talking about and English Bull dog,

Hmmm sounds good. Hopefully the female would be to bull dog or the puppies coming out of a shih tzu may be larger than the mom!

A mix between a Bulldog and Shih Tzu would technically just be called a mixed breed. Some people would consider it a Bull-Shih (Which, yes, would be pronounced ''Bullsh!t"), and call it a Designer Dog.
