It's a tie between Skitty and Delcatty, they're so cute! You can find them in the grasses outside of Rustboro city, skitty is hard to find though and you have to evolve it with the moon stone in order to get Delcatty.

I don't play the game any more but the cutest pokemon are the ones that hatched from eggs. All you do is get 2 pokemon that can be breed and you will get an egg which will evantually have a cute baby pokemon.
