In the american (USA) system, a Billion is one thousand million, or this:

$1,000,000,000.00

In most of the rest of the world, a Billion is a Million Million, or this:

$1,000,000,000,000.00

This notation originated with the wide influence of the British Empire. Where an American would say that a tsunami had done Fifty Billion Dollars damage, an English person would say it had done Fifty Thousand Million Dollars.

When in doubt, use the British way. It is clear in either system.
