Use Hyper Terminal to see if the modem is setup correctly and working properly. You'll use this program to dial any old phone like your cell phone or a friends phone. Just so long as it's not the one using the internet on that computer. You can find HT here.
Click Start - All Programs - Accessories - Communications - HyperTerminal
It might ask you about using HT as your default telnet client just click No.
If you're asked type in your area code and click OK.
Now type in a bogus name like test for the new connection and click OK.
Now type in the phone number for the phone that you want to ring and click dial.
If HT rings the phone your hardware and phone line are setup correctly.
If so you need to call your internet provider and have them help you get things setup correctly. What ever you do don't let them talk you into uninstalling and/or reinstalling your modem drivers. ISPs do that crap all the time and they just tend to make things worse when they do that.

Most dial up modems have a line and handset. Do you have a dial tone through the modem? Is the in and out reversed? It sounds odd that the modem would wait for a dial tone, dial a number, then decide that it did not have a dial tone after all.

It would be the same as picking up a phone and not having that dial tone. if you can take the phone cord from the outlet and plug it into a phone, if when you turn o nthat phone you recived a dial tone there is a computer issue(which I would be more then happy to try to help you figure out) if you dont get a dial tone when you pick up the phone then the phone cord or phone jack may be bad.

That means your modem is either not connected to the phone line or the modem has burned out. Need a new modem.

If she has call waiting or other services on her phone, it will screw up the dial up....she has to disable all the services first.
