Traditionally Beth is one of the many short forms of Elizabeth. There's also Liz, Lizzy, Lizette, Betty, Eliza, Lisa, Bets, Liza, and I'm sure I'm missing some in there...

It's short for Bethany or Elizabeth. Beth as a nickname for Bethlehem has never occurred to me, but I like it--especially for a December baby. Beth can be used alone as a Hebrew name meaning 'house'.
There's also:
Bethel--house of God
Bethesda--house of Mercy
Bethia--daughter of Jehovah
Elizabeth, of course, means "consecrated to God" and Bethany was a place name from the bible.

It basically depends on what you want. If you wanted it to be Bethlehem, then you could make it be Bethlehem. Its one of those things that its your choice.
Although, generally its a nickname for someone's whose name is Elizabeth or Bethany. But it could really be used for any name that has 'beth' in it.

I agree with Splinter that Beth being short for Bethlehem sounds really pretty! and it is usually a form of Elizabeth.
