Many people have different theories on when the Attitude Era began and ended. A good starting point for it would be February 1997 when several ECW wrestlers "invaded" a RAW broadcast in New York, along with many ECW fans.

Most wrestling fans would agree that the Era ended in early 2002, after WCW and ECW were killed off, the New World Order appeared in WWF and the Brand Extension was born. During this time the WWF (the only remaining major wrestling promotion) begun to focus more on characters and storylines than actual wrestling - a practice which continues today. This led to a decline in popularity for wrestling as a whole and marked the end of the Attitude Era.

With regard to your mention of the WWF:
The WWF changed its name to World Wrestling Entertainment (WWE) after the company was sued by the World Wildlife Fund for using the WWF initials. This name change was accompanied by the "Get The F Out" slogan.

EDIT - Anyone can just copy from Wikipedia - these are my own words.

In 2000, the World Wildlife Fund (also WWF), an environmental organization now called the World Wide Fund for Nature, sued the WWF. A British court agreed that Titan Sports had violated a 1994 agreement which had limited the permissable use of the WWF initials overseas, particularly in merchandising.
On Sunday May 5, 2002, the company quietly changed all references on its website from "WWF" to "WWE", while switching the URL from WWF.com to WWE.com. The next day, a press release announced the official name change from World Wrestling Federation Entertainment, Inc. to World Wrestling Entertainment, Inc., or WWE, and the change was publicized later that day during a telecast of Monday Night RAW. For a short time, WWE used the slogan "Get The 'F' Out". The company had also been ordered by court to stop using the old WWF Attitude logo on any of its properties and to censor all past references to WWF, as they no longer owned the copyrights to the initials WWF in 'specified circumstances'.
