There are many different types of cockroaches and most of them can fly to some extent. While German cockroaches (most commonly found in buildings) cannot fly, Asian and American roaches can. It's hard to make a roach fly because they really like to run for a dark hole when they are threatened. The most common time for them to fly is when they are migrating due to some unfavorable condition or looking for a mate outdoors. Cockroach species that live primarily outdoors fly around every night. You have probably seen some in flight and thought they were grasshoppers of moths.

hmm... I haven't actually seen them fly but I believe that they would have wings... so they can fly. I believe they would fly if they are threatened... maybe during a particular part of their lifespan. Roaches are incredibly interesting insects and we could learn a lot from them.... good luck in your research!
