No, that's not true. Generally, one's self-image is resistant to change, because usually people don't change their opinions of themselves. But you can absolutely become more comfortable with yourself and less judgmental as you grow older. Honestly, how many teenagers do you know that are self-conscious? Very many. And the opposite, how many elder people do you know that don't care what other people think? Very many. So to say that someone's self-image is completed by the age of 12 or 13, how do you explain people becoming less and less conscious of themselves as they grow older?

Your self image is how you see your self. Are you done learning and growing when you are 12 or 13?
As long as you feel there is more that you want to learn or experience you are still changing.
If you study meteorite rock for years and think you know almost every thing there is to know about meteorite rocks, you may feel insecure talking about meteorite rocks to a group of doctors. Thinking they don't care you would have a poor self image, right?
Then a day comes when the earth experiences a massive meteor shower and some strange virus shows up in people who have been in contact with these meteorite rocks. Now you are the most important and respected authority on these rocks. They come to you and you wont feel so poorly about your life's work and will have a better self image.
The point is the self image issue depends on the situation and how prepared we are for the people we may be asked to interact with. You self image goes down when we interact with someone we feel is superior to us in authority or intellect.
You can change you self image just by having more confidence in yourself.

I would disagree that self-image is completed by ages 12 or 13. At that age I had low self-image. But as I got older, my looks actually improved and through the years I've had success at several things, so I feel much better about myself. I changed my self-image by having success in physical activity (I had asthma as a child) and having good interpersonal relationships. I also realized a whole lot of people were way more screwed up than me!

It's never completed. I'm 55 and still haven't totally figured my self image out yet. Anybody who says they have is probably full of it. How do you change it? By practicing being the image you want to be. After a few weeks of this, it becomes second nature.

your self image is always changing as you gain and drop influences throughout life, so I would say that no, it's not complete at 12-13. You can change it by simply wanting to chance and can be as subtle as wearing a different broach to as bold as completely changing your regular styles. Behavioural changes usually take more time though, usually like 6 months. For me anyway...

If that were true, my insecurities from a few years back would have stayed on till now. But in reality, ive conquered some insecurities and am still dealing with some right now.
Self image transforms as you mature, and most people dont stop maturing even as they hit adult age.

We create and are responsible for all feelings we experience. Negative talk or self-talk creates negative behavior and negative self-image. Positive...promotes positive attitudes, behaviors, etc. Life is made up of DECISIONS we make. We make our life better or worse WITH the decisions we make daily. We are not responsible for others' feelings...we are responsible for our OWN. There are always OPTIONS in every situation. THINK before ACTing and make the right CHOICE. You will see..life is wonderful!! I know that I do not put myself into situations that will be negative or bring me down. I choose to be happy and positive and I know what keeps me that way...the CHOICES I make.
