Check with your science teacher!
Most middle and high school science teacher prefer 1, 2, 3. BUT in college science lab courses, this is not acceptable! College lab instructors and professors want you to do it the way real scientists do it on peer-reviewed journals. It is usually called Methods, and is written in passive voice, past tense, and describes the procedure (including materials and amounts used, number of repetitions, samples, etc.) so that someone can repeat the study and get the same result. And yes, it is written in paragraphs and not numbered.

I'm a high school teacher and I tell my students to do 1, 2, 3 to make it easier.
I've also been a college lab instructor and had my students write procedure in paragraphs. This really is the correct way to do it.
And I've also reviewed peer-review articles, and have written some myself...

But always write in past tense. You already DID the experiment. And use passive voice when ever possible.

The first way that you show, with the numbering, is the preferred way. It should be written out like a recipe for cooking; outlining step by step instructions. Keep the instructions simple and straight to the point.

Either way is acceptble but as a science teacher I prefer the first way
