They both had decent songs, i would say even.

Tupac was the better of the two. Biggie was just another drug dealer that made it big as a rapper. No formal training just put words to a beat the Puffy stole from another singer. Pac had gone to a performing arts school with people like Will Smith's with Jada and was a dancer with her and did back up dancing with Digital Underground. Sure he sold drugs too but at least he appealed to every person not just the crack heads and dealers.
