I've been there, and in comparison to the United States or Canada, it is not "developed." In comparison to some African nations, I would say that is in fact somewhat developed.
Moldova is among the poorest nations in Europe, and that's easily observed when one travels throughout the nation. It's economically similar to many other Eastern European nations and former Soviet satellites. It has been tossed around so much with belonging to other nations and such that it hasn't really had a chance to develop. Part of the problem also is that Moldova has a somewhat corrupt government which is a problem in many former Soviet satellites as well.
In spite of Moldova's grim economic troubles, I enjoyed my time there, and the people were very nice. I would, however, not recommend a visit there if one is unfamiliar with the region, and I would certainly not recommend traveling there unless you or your travel companion speaks Russian well.
