Not sure about Colombia, but there are US federal laws against trade with Cuba ("trading with the enemy"). Not only are US citizens not allowed to travel to Cuba (you can be fined up to $100,000 for doing so), you also cannot do business within Cuba.

I'm pretty sure that private property, especially by foreign owners, is frowned upon in one of the last Communist countries.
I'm equally sure that there are American trade laws that prohibit Americans from owning land in Cuba as well.
Various other countries probably have such laws as well. Mexicans, for instance, don't appreciate Americans who want to own land in Mexico -- something about Texas and the Alamo?

Columbia and Cuba have immense trade restrictions with the US, and have had them for a very long time... eBay can't be blamed for this by any means.
