If I know that they are talking to me, I will definately give them some sort of answer.
If I am busy, I will tell them "nope, sorry"
If they look like an ordinary person and I am not too busy, I will tell them that I have a minute, but I can't promise to stay long. ... That way I can easily get out if they make me uncomfortable.
If they look like a sales person and I am not too busy, I will go ahead and tell them that yes I do have a moment, but I didn't bring any extra money with me today. (which is always the truth)

I would hear them out and decide what to do next. If it were a pan handler then I would just keep going.

If they're ON FIRE, then I stop, and call 911. Otherwise, I just keep walking. I'm polite though. Never rude, 'cause there's enough of that going around.
