No they don't make breakaway seatbelts-but if you talk with your local fire department they can let you know where to order a belt cutter. Typically these devices are a dual tool that shatters safety glass and will cut your seat belt.
I share the same fear-my brother was a firefighter and has ordered me one.

no, what would be the purpose, it would break away with pressure and not hold you safely in place
