Usually is the "fuel sending unit" in the tank that tells the guage what the level is. Unfortunately on your car it is part of a large fuel pump and sending unit combination. Expensive, but can often be bought used. Have to drop the tank to remove, but can test it by moving the float up and down (once it is out of the tank) and watching the guage to see if it moves. Check guage fuses first though as might just be electric power problem.

The sending unit in the tank is probably bad. This is common with GMs. The other possibility is a bad ground wire which will make the gauge read full. If you are doing this yourself and are comfortable with it then you might want to save some money by buying a used unit, keeping in mind that it is a common problem and you might have to repeat the process. If you are paying someone to do it I would suggest looking for a NAPA Certified Repair garage. The labor will be about the same as other garages but if they install a NAPA part with a warranty and it goes bad NAPA pays for the labor as well as the part. The part will probably be a little more money but there is a reason for that. Around my area NAPA is the only place which offers labor claims on warranty parts but if you ask around there may be others in your area. By the way, make sure the warranty and labor claim are nationwide if you travel much. Happy New Year and good luck.

Well you could always get a good rubber hammer and hit the gas tank with it. If the float arm is stuck this could jar it free till you can get it replaced. You could use a regular hammer. just be cafeful not to crack the tank. In otherwords don't over do it with the banging

Your fuel sending unit is shot. Most likely will require you to drop the tank. Sorry about the bad news.

Fuel level sensor in the tank is faulty, I change them on a regular basis.
