Are you doing so from an office computer or a networked environment (i.e. Internet cafe or something similar)? The bank may be checking the IP address, and you may be in a network environment with static IP, which means eventhough each PC has a unique IP address, from the Internet, all the PC's within your network is seen as one (1) IP address.

This is evident with file sharing site like Rapidshare wherein only a single user from within the network (sharing 1 IP address) can download a file at a time (for free users).
