It's bowl season, and I'm watching way too much football. I've looked over the offical rules:

But I still have some questions about hypothetical scenarios. Is there an online forum where these are discussed?
FWIW, here are a couple of the scenarios:
1. The new team uniforms conform to the section 1-4 of the rules, but is made of a new, high-tech material that is both form-fitting and has a low coefficient of friction. This makes it more difficult for the opposing team to get a grip during tackles. Legal?
2. A player has a bandana on under his helmet, and it's not visible while the helmet is on. He is hit hard on a play, which knocks off his helmet exposing the bandana. Is there a penalty?
