If each of the 43 otters (21 plus 22) meet 45 otters, then you have 1935 otters.

133 otters total. The clue is EACH. 21 otters meet 45 otters for a total of 66 otters. Then 22 otters meet 45 otters for a total of 67 otters. Add the two groups, of 66 and 67 and you get:133 otters.

1,978 otters would be the answer. If 43 otters each meet 45 otters that equals 1,935 otters. But you still have the original 43 otters to add to the mix, which if I'm not mistaken, equals 1,978 otters total.
