Yes, it can be, but it's against federal law to tamper with it. Every time a vehicle changes hands, if it's less than 10 years old, in most states, the odometer reading is captured. The carfax report goes into odometer fraud as one of their areas. If it now shows less miles than it did when it was transferred 3 years ago, that is a pretty good indicator that something is amiss.

It can be changed but its also illegal, the one way to tell is look at the mileage on the title and compare to what is on the car now.People that change the mileage go to jail.
