First those heels are way over priced! Ouch! Look around a bit more. If you've never worn heels before, stick with flats or low heels.
As far as an outfit, what kind of look are you seeking? Best advice that I can give is pick out something that will not make you stand out in a crowd. Worst thing is to be read by someone. I've always liked skirts and blouses myself for the mix and match look.

Panty hose and a pair of pumps like the ones in the picture.
You would look silly with tights on with that skirt and top and a pair of pumps.

I love those shoes! WOW! I think I am going to get some myself. As far as pantyhose, my favorite are Victoria Secret thigh high. Love them!
