I just had the same problem with my tub/shower only being lukewarm. I have a single handle Price Pfister brand mixing valve assembly. Took the guts out of it and checked for blockage, but found nothing. Cleaned it up and reassembled it, and still had the same problem-not hot enough. So I called Pfister, explained the problems, and they sent me a new catridge assembly, for nothing since I am the homeowner. Got plenty of hot water now. So check was brand you have, and how old it is, and look it uo on their website, or call them and see what they will do to help.

You might have debris in the valve at the tub, on the hot side.
Turn of house water and disassemble the valve and check it out.

There is likely a mixing valve that automatically mixes in cold water to prevent burns, or maybe a scald guard installed on the line, trace line and see what you find.

Insulate that pipe to the tub.

I'm betting that it passes near an outside wall or under the house somehow.

could be a couple things. have you recently had your waterheater fixed. is it possible the cartrige is in backwards, or upsidedown. last is there a valve accesible to you to ensure the water is fully flowing? good luck
