I assume you mean at home? If so, it depends on what the service providers in your area offer. If you are in a city or reasonably large town, you can probably get DSL or cable modem, or might be able to get Verizon's FiOS (fiber service). Max for DSL is about 20Mb/sec (if you are lucky enough to be in certain areas). You can get 30Mb/sec on some premium cable services. FiOS can technically max-out out around 100Mb/sec (in its current implementation). Some wireless services are offered, but are usually limited to a few Mb/sec. Almost all of these services can be had for $20 to $100/mo (depending on speed, location, competition, etc).
You can also order "commercial" or "business" Internet access for your residence. In this case, it will just depend on how much you are willing to spend. Anything over about 50mb/sec will likely require fiber to your home.
If you are asking about theoretically what could be done, 10Gb/sec and 40Gb/sec (thats Gigabits per second) exist and are used in multiples in the Internet backbones. You could theoretically have this delivered to your house. But you better have a few Million bucks to drop on it!

A T-1 line. A dedicated phone connection supporting data rates of 1.544Mbits per second. A T-1 line actually consists of 24 individual channels, each of which supports 64Kbits per second. Each 64Kbit/second channel can be configured to carry voice or data traffic. Most telephone companies allow you to buy just some of these individual channels, known as fractional T-1 access.

T3 line is the fastest, yet for home use the telephone company's fiber optic could give you 30Mbs as a special service or 5Mbs for normal use. Quite fast.

The only way to get any fast internet service is to get the high speed through your cable company. There is no way to get high speed internet through your phone lines. It's impossible.
