All of them are overrated. That's what the actual definition of "celebrity" is: One who is celebrated for reasons we have yet to figure out.

Overrated - Def. Paris Hilton, she should stick to just being famous for being famous and partying...she can't act or sing
Underrated: I would say Lauren Graham from Gilmore Girls and Kate Winslet - both great actresses who don't get much press because they don't cause scandals

I don't know about overrated, but I think Katie Holmes doesn't get enough credit for her own acting ability. She's a great actress and I hope she is not held back now.

I really think Ciara is overated. She can dance but she cannot sing. Her voice is too pitchy and she lipsyncs. Paris Hilton on the other hand is given to much credit. You can't be overated unless you are talented at something I mean :( The cast of friends (except J-Aniston) is underated. they are all talented and funny.

most over rated is paris or angelina
person who does not get enough credit is jennifer aniston. she has been in about 20 extermely funny and great movies and she only won awards for like 10 of them..........lol.
but atleast she got a lot of credit when she was working on Friends.

Micheal Jackson is way overrated he only did it for the popularity. and I think M Knight Shamalon doesn't get enough credit for his movies.

Paris Hilton was even voted the most overexposed celebrity of the year. I think that speaks for itself. Underatted, not too sure

I agree with Paris Hilton as over rated. Under rated? I would say
Sandra Bullock. She make acting look effortless. Plus she is very, very charitable.

Right off hand, I thought Greg Kinnear as over rated (best supporting actor ?? come on. He was actually better in Nurse Betty) and Laurence Fishburne as underrated.
