Was that just dust gathered from the years or a special something that needs to be on the slate before I install the new felt?

yes along with the chalk....before putting on new felt be sure to wipe all that off...if you dont then it will come through and your new felt will not hold up as long...when we recover tables we make sure that the slate is clean..use plain water...nothing special....if it has alot dust then wash okay....Good luck & rack 'em up....

It's probably just dust from the years, I had the same thing when I changed my felt.

it does not matter just put the new felt on
