That's how much of a fraction of a cent they charge you. So it's like $2.33 and 9/10's of a cent. So it's closer to $2.34.

So it sounds cheaper than it really is. Just like selling stuff for 5.99 not 6.00. It doesn't really work anymore but it has become customary.
