Your best shot will be to go out into the countryside, find a farmer who has a meadow or pasture away from the road and with no visible lights at night. Tell him what you want to do and he will usually be willing to let you set up a telescope. Make sure he locks up the bull at night and watch where you step!

1. Turn off all the lights around you that you can.
2. Take the telescope someplace dark.
3. Wait for a large blackout.
4. Become an activist and persuade your city to put shielding on all of the street lights, or switch to low pressure sodium lamps (which they won't do) for street lights so you can filter the light out better.
5. Cry and go get the BB gun.

I think the best way is to move the telescope to someplace that doesn't have a lot of light pollution - there's no real way to fix your telescope since the light pollution is in the sky, not your scope.

A bigger aperature helps collect more light, too.

Make a makeshift semi-cylindrical tube and attach it to the front of the telescope. Getting to a higher place also helps, as light from below can't directly get into the telescope.

A bigger lens would gather more of the distant light, and, thus, somewhat overcome your light problem.

Another way, albeit somewhat inpractical, is to find a very deep hole (like a mineshaft or cave opening) and go deep into the hole. Using this method, I've looked at stars in the sky during daylight hours...

get onto a hill on a clear night away from city lights and you should be able to see the sky very clearly.
