Yes as others have observed this happen, it is called sea fog, (advection fog)
A type of advection fog formed when air that has been lying over a warm water surface is transported over a colder water surface, resulting in cooling of the lower layer of air below its dewpoint.

Having spent 20 years in the Navy, I can authoritatively state that Yes, fog can go over water. It is very common to see fog at sea, especially in the winter months when the cool air combines with the high humidity to produce fog. It is also very common on lakes and rivers.

Oh yes...most definitely!! Since "fog' is made up of water formed from condensation of moisture and surrounding area.....For example around every port throughout the World there is some type of warning or lighthouse to signify such a event!! Remember the Movie..."The Fog"......the first one was better!!
