US Representatives are in Congress to represent the citizens of their home state. They work to pass bills (laws) that benefit those who directly elected them.
Local govt officials tend to place emphasis on what is best for their city, town, county, etc. (smaller scale)
Federal court judges interpret the laws set forth by Congress.

In the interest of not doing your homework for you, why don't you try reading the Constitution. The answers are really there. (Note that the Constitution spells out the responsibilities of the three branches of the Federal government and makes mention of what is reserved to the state governments or the people). Also, note, that "U.S. representatives" is not a branch of government.

1. Legislative Branch- deals with $ for citizens initiatives
2. Local and State Governments (varies) - deals with $ for local citizens initiatives
3. Judicial Branch- interprets the citizens initiatives in view of the US Constitution.

Representatives are to listen to their constituents and pass legislation in accordance with the wishes of those constituents.

"Local Government Officials" is too vague a phrase. There are far, FAR too many "LGO"s to narrow it down to a few responsibilities.

Federal courts work the same as state/local courts, just the caseload is of a different variety.
