Would it be fair to say that Robert Frost is the greatest American poet (in terms of greatest appeal, his popularity etc?) Is there some debate on the subject?
And are there not any others (that are both readily readable and have some depth) that my foreign English students should be learning about for the purpose of basic discussion, interpretation and cultural literacy ? (i.e. Langston Hughes? etc)

He is definitely one of the best, but it is hard to say 'the best'. Every poet has a different style, thus different audiences. Many could argue that Edgar Allan Poe is in fact the greatest poet of American history. His poetry was the first of it's kind and helped influence almost every horror author since - just ask Stephen King.

Yeah, Robert Frost had some of the best poem ever written. I love his poem, " Fire and Ice"
Fire and Ice
Some say the world will end in fire,
Some say in ice.
From what I've tasted of desire
I hold with those who favor fire.
But if it had to perish twice,
I think I know enough of hate
To say that for destruction ice
Is also great
And would suffice.

I would say that Frost was definitely one of the more well known, but it is hard to say that he was the best, because I feel that every poet is special in his or her own way.

well it really depends on who you are. i like some of his poems like Stopping by Woods on a Snowy Evening. but i also like other poets like Percy Shelly. so of course not everyone is gonna think he's the best!
