Sorry, much as I like Black Canary, she loses. Black Bolt is orders of magnitude more powerful than she is, and not just with his voice. He is an Inhuman, with a degree of super strength, and electron manipulating ability through the antenna on his forehead. He would crisp her, without even having to use his voice.
