Oh, yes. Wear the highest SPF, and stores have SPF 75, and they also have SPF 80, too. I tried to become more fair also, but I am not goth, I stayed out of the sun as much as possible. Also, don't go outside between the times of 10 am to 2 pm, where the sun's rays are the strongest. Wear long-sleeved shirts and pants, and wear a wide brimmed hat or a baseball cap. Also try a thick tinted moisturizer that is in the lightest shade that they have at the store. Too give yourself the illusion that you are very-fair-skinned, paint your nails black and dye your hair black (if you had not done that already). Try not to whiten your teeth until after your skin is the tone you want it too be, a lighter yellow smile would make your skin look a lot more pale rather than a very white smile.

Make-up is the best non-permanent treatment.
There is something I know in Vietnam and other Asian countries. (I just know Vietnam for sure because thats' where I'm from) they have these sort of...skin lightening "baths." Imagine a tanning salon, but as a bath and to make your skin lighter.
But those have lots of side affects, the biggest being you can't go in the sun AT ALL, or else it pretty much will melt off.
I would say, the BEST but its not quick. Sunscreen. It helps a lot.
For me, I'm quite light at birth, but living in Cali, its hot all around, I usually will lighten up in the winter, with lots of layers, and I still use sunscreen all year round. (Even winter)
I'm quite light now.

Always use high spf factor cream. Try Manic Panic make up products they have alot of white powders and foundation. If you do use them make sure you moisturise your skin alot first as I have found they are a little dry on your skin.I dont know of any other brands that have pale powders and foundation anymore. There used to be a great french brand of make up called Bourjois but I cant seem to find it in the shops anymore. It may be available online.

Always wear facial and body lotion that has a high SPF, wear brimmed hats, long sleeves and pants (though use less dense fabrics in the summer to stay cool), and generally avoid the sun as much as possible. Those of us with naturally very ivory skin have to do this anyways, so its not a hard habit to get into.
To make your skin appear whiter, just stick with dark hair and dark clothes to make your skin stand out more.

Stop labeling yourself, it's not cool!
If you've tanned over the summer, exfoliate regularly to get rid of the tan. You can try using lemon juice to lighten your skin, but it won't make that much of a difference unless you do it daily, and it might sting.
You can try using makeup. Use foundation that's lighter than your skin color. Then get some bronzer that's closer to your skin color, but still a bit lighter, and apply it at the jaw. This way, you look paler but you won't have a weird makeup line. Get some white makeup powder and use it on your arms, hands, feet, ears, whatever else that shows.

I know asian countries are obsessed with this skin-whitening thing, so I say use products from Japan (I think you can look em up online). They might be like cream cleansers, lotions. I dont know if they work, but it's worth a shot.

If you want a cheap way to do it, save the water you use to wash your rice before cooking it. Then use the water to wash your face.
Or...
To brighten your face make a mask out of 1 egg yolk and 2 tablespoons of sugar.
Good luck!
