Depends on which interrepretation of the film you believe. One side is that, as another answerer points out, was lauded by a hero for saving an underage girl from a prostituion ring. That probably got him a reduced sentence; obviously some time has passed since the shooting, as his hair has grown back (he shaved his head earlier.)

The other interrpretation of the film could be that Travis actually died in the shooting, and the events that happen afterward spring from his imagination in the final seconds before he passes on, dreaming himself to be a hero and receiving the attention/acclaim he's sought throughout his life (or at least the entire film.)
