Short course in electricity... In your power panel you have three "big" wires feeding in. An "A" leg, 120volts to ground, A "B" leg, 120volts to ground. If you use both the "A" & "B" legs you get 220volts. This powers your dryer, waterheater, range, etc. You have lost one leg of power. when you turn on your dryer you compleate the broken leg's path to ground. This is why the other half works. You have a VERY dangerious situation, CALL AN ELECTRICIAN. This is a serious fire hazard.

Bearcat is correct. You DO NOT have a short circuit, you have the opposite of that. It's called an open circuit.

Basically, when you turn your dryer on, the dryer becomes the source of power for the other half of your house. This is because the the dryer is connected to both legs of the panel, and when you turn the dryer on, it connects to the other leg of the panel and energizes it.

One more thing here. You mention an important thing. It only happens when it rains.Be very carefull ,Sounds like atleast some of your power could indeed be "Bleeding" to ground through the water and could pose a shock hazard to anyone nearby the area of the open circuit.Dont play games with this.Have it checked by a pro.

Sounds like you lost one phase of 220, yeah. Can get weird because some 110V outlets will be half-energised through 220V loads like the stove or water heater. Not a good idea to leave electronics connected to those. I had that happen when a tree took out one phase in my yard. The electric company were too busy to fix it before the weekend so I patched it myself

You have a Short some where in that side of the house. You need to get someone in to look at this ASAP.
