If by white deer you mean albino, then yes, I've seen a stuffed one. Actually, I believe it was in Illinois at a Laboratory site that I also saw some. They are not native in that area, in fact I think they come from North Africa.

Yes, I have seen white-tailed deer in Kentucky that had an albinism (absence of pigmentation) making them all white with pink eyes. In the same area I also saw piebald deer (white patches in the hair). I have seen photos of albinistic moose, elk, and mule deer. Most mammals have occurrences of albinism. Also there are forms of melinism (too much pigmentation causing very dark coloration).

Yes I saw an all white deer cross the road near my house in southern CT. Took me completely by surprise. Unfortunately it took off quickly and didn't get a long gaze.

I have seen pure albino deer in Pennsylvania, and also a small herd of piebald (like you desrcibe) in a nearby region. It is a genetic mutation for coat color, and seems to be at least co-dominant, based on the animals I observed.

I don't believe they are all that uncommon, meaning the piebald deer (albinos are very, very rare). My father saw a few when he went hunting, and I mounted one when I practiced taxidermy several years ago.
