According to the rule of law, yes they can. They started a war against the UN resolutions, thereby becoming outlaws themselves, knowing full well that the world would not do a darn thing about it. How do you prosecute? That is out of my expertise or experience, I would think the world court in The Hague, but who finances them?? The only way to do it in my opinion is to vote them out of office. Some would say they will be living with the profits of crime, tsk tsk.

Charges of committing war crimes can not be based upon popular opinion.
I do not care for either Bush or Blair or their war in Iraq. However I do not believe they have committed any war crimes.
Bush's real crime was dismantling the Constitution under false pretenses - not a war crime but a crime against the American public.
