The "touching" is grounding yourself. Like touching the powersupply or the case (metal parts). It's to make sure you are not electrical charged. If the power plug is out of the computer, it cannot ground you. Touch something else that will ground you. Static is not good for computers, but damage is a little rare from a static discharge. Better safe than sorry...

Just touch bare metal. That will make you the same voltage as the computer and keep you from blowing it up.
