I had my nieces visiting this summer. They are 13 and 15 years old, but extremely petite. I took them clothes shopping and ended up having to shop in the little girls department for their pants. A lot of places like Gap, Old Navy, and Banana Republic have childrens clothing that looks much like their adult lines of clothing. Count yourself fortunate. Even though you'll have to search a little more to find the clothes you like, you will pay far less for them than your hippier, chestier friends.

Try Limited Too. Some things there are pretty little kiddish, but you can mix and match things to make your outfit more stylish for your age. Don't go to American Eagle. I'm 5' and thin and their 0's are too big on me. You might be able to wear 00 Short at Aeropostale. It's hard, I know, but you just have to experiment with different brands and see what works best for you.

Try Aeropostale; they have small sizes and they are always 50% off. Also try Limited Too. Both stores have nice clothes.

Try shopping in the tween sizes.
I had to do that. Today they are making clothes for younger girls that are trendy and hip.
my 10 year old is styled better than I am.
also, I know American Eagle has xs.
Most stores today cater to the tweens, and have a tween branch to their stores.
Good Luck

limited too is good, but slightly expansive. department stores (Macy's JC Penney's etc) usually have a junior or misses or petite section. Some stores also have petite or junior versions, like limited too or gap kids, that aren't all necessarily kiddy clothes

Its pretty spendy, but I know that hollister and abercrombie run their sizes very small. I am very small too, so I found that the X smalls fit me perfectly there.
