Since I have to give my mom my battery to my cell phone so she can use it, and my family is not elligible for a new plan yet, does anyone know for a FACT if I can just buy a Go-Phone and activate it and use it on my family's existing plan?

you can try to get this chocolate phone. I got mine from here and i just activated it on my plan.

IF your contract is with Cingular, you can purchase a Go-Phone. All you would have to do is take the sim out of the old and put it in the new phone.
DO NOT call Cingular, just swap the sim and it will work. Cingular does not want people purchasing go-phones and using them on a post paid account. They term it fraud and could cancel your account. Again, DO NOT tell Cingular, just swap the sim

Why not just buy a new battery for your existing phone? This seems like it would be cheaper and easier.

Yes you can i did that to my cingular plan, i got a go phone temporary. As long as you have your sim card.
