This is a really difficult question to answer, because it is all based on opinion.
I would say that the most powerful love song of all time is the song that has the most meaning to you. Songs touch people and if you find a love song that touches you or you find yourself saying "that's the one" then you have found the most powerful song.
For me..the most powerful love song is the song my boyfriend and I gave each other that most represents us and our love. It is most powerful because it has the most meaning to me.
