like someone before me answered, stay away from blue, especially aqua. navy would probably be alright. but the most attractive shade for blue eyes would be gold and warm browns (meaning no red or purple in them). but you can basically wear any color other than aqua. the idea is to create a contrast in order to hightlight a specific feature

Use opposite colors to bring out the blue in your eyes: I use apricots and browns (chocolate brown powder eyeliners and apricot and suede colors on the lids). I use a sparkly vanilla on the top as highlighter. Do not use blues, because it will compete with your eyes (like putting a sapphire on a blue cloth). If your eyes have green in them, try burgundy (red is the opposite of green).
